REQUESTS FOR QUALIFICATIONS

ENGINEERING SERVICES

In accordance with the Common Rule (24CFR Part 85.36), which establishes standards for the procurement of property and services involving the expenditure of federal funds, and in accordance with West Virginia State law Chapter 5G. “Procurement of  Architecture and Engineering Services by State and Its Subdivisions”, the City of Wheeling desires to retain the services of a person or firm to provide engineering services to provide specifications for the demolition of: 1323 Main Street (10W50D002400000000), 1319 Main Street (10W50D002500000000), 13 14^th Street (10W5oD002500000000), 1 14^th Street, (10W50D001200000000), 9 14^th Street (10W50D001100000000), and 11 14^th Street (10W50D001200000000

The specific services being sought by the City of Wheeling are identified in Request for Qualifications (RFQ) # 2025-2. The deadline for submission of responses is 4 p.m. Eastern Standard Time on  Wednesday, November 19, 2025 to the address shown above. Each respondent will be rated and ranked in accordance with the following criteria:

• Qualifications/experience in work relating to demolitions. (40 points)

• Knowledge of local, state and federal building regulations.  (20 points)

• Experience and qualifications of personnel.   (15 points)

• Stability and continuity of staff and management.  (15 points)

• Ability to undertake the project within the stated time frame.  (5 points)

• Minority-Owned Business; Women-Owned Business; Small Business Firm; and a Section 3 Firm.    (5 points)
