REQUEST FOR QUALIFICATIONS (RFQ) FOR

ARCHITECTURAL/ ENGINEERING SERVICES

In accordance with the Common Rule (24CFR Part 85.36), which establishes standards for the procurement of property and services involving the expenditure of federal funds, and in accordance with West Virginia State law Chapter 5G. “Procurement of Architect-Engineer Services by State and Its Subdivisions”, the City of Wheeling desires to retain the services of a person or firm to provide engineering services to provide the specifications needed to demolish the building located at 131 15th Street and maintain the integrity of the site and surrounding area.

SERVICES REQUIRED:

The City of Wheeling, West Virginia proposes to demolish 131 15^th Street, known as Clay School. The respondents selected will work primarily with the City Manager and the Building/Planning Department of the City of Wheeling.

Project elements include, but are not necessarily limited to, the following:

• Meetings with the Building/Planning Department and the City Manager or designee to determine the design specifications and layout of the project.

• Provide scope of work to be followed by the selected demolition company. Specifically plans would include the integrity of the north wall that supports the earth and alley in rear and if any long term supports of shoring are required.

INFORMATION AND DATA REQUIRED OF EACH  RESPONDENT

• Description of the respondent’s experience in undertaking projects similar to the one outlined within this Request for Qualifications.

• Demonstrate the respondent’s experience relative to local codes, state and federal regulations applicable to the project.

• Provide the names and statements of qualifications and professional credentials and licenses of the individual key staff members who will render the services requested. 

• Demonstrate the respondent’s stability and continuity of staff and management.

• Statement concerning the respondent’s ability to enter into a contract with the City and complete specifications for the demolition bid packet by April 25, 2025.

EVALUATION OF QUALIFICATIONS

The respondents will be rated on the following factors:

• Qualifications/experience in work relating to demolitions. (40points)

• Knowledge of local, state and federal building regulations.  (20 points.)

• Experience and qualifications of personnel.   (15 points.)

• Stability and continuity of staff and management.  (15 points.)

• Ability to undertake the project within the stated time frame.  (5 points.)

• Minority-Owned Business; Women-Owned Business; Small Business Firm; and a Section 3 Firm.    (5 points.)

The deadline for submission of responses is 4 p.m. Eastern Standard Time on Friday, February 21, 2025 to the address shown above. Each respondent will be rated and ranked in accordance with the following criteria:
