In accordance with the Common Rule (24CFR Part 85.36), which establishes standards for the procurement of property and services involving the expenditure of federal funds, 2 CFR 200.320 (b)(2)(iii), price must be a selection factor in the evaluation of proposals and in accordance with West Virginia State law Chapter 5G. “Procurement of Architect-Engineer Services by State and Its Subdivisions”, the City of Wheeling desires to retain the services of a person or firm to provide environmental for a proposed redevelopment project located at 131 15th Street known as the former Clay School.
The specific services being sought by the city are identified in Request for Qualifications/Proposals (RFQ) # 2024-1. The deadline for submission of responses is 4 p.m. Eastern Standard Time on Friday, October 11, 2024, to the address shown above. Each respondent will be rated and ranked in accordance with the following criteria:

The City of Wheeling received an EPA Brownfields Grant to address remediation of the former Clay School located at131 15th Street. The city is soliciting qualifications and proposals for professional environmental services from qualified environmental consulting firms. The City of Wheeling plans to select a single Respondent that meets the requirements outlined in this RFQP.
The RFQ/RFP is open to all qualified environmental professionals (QEP’s) capable and qualified to meet the objectives and requirements described in this document. Qualified Woman-owned businesses (MBE) Minority-owned businesses (MBE) and/or Veteran-owned businesses (VBE) organizations are encouraged to respond.
Only proposals received no later than 4:00 p.m. eastern time on October 11, 2024, will be considered. Upon receipt, all RFQ/RFP submissions will be reviewed for completeness in accordance with the selection criteria contained herein. If complete, the City of Wheeling will assess each Respondent’s qualifications based upon the selection criteria. Once the selection committee has reviewed and ranked all Respondent proposals, if determined necessary, the top scoring respondents will be selected for an interview with the selection committee. Interviews will be held during the week of October 14, 2024, with a specific date and time to be determined.
SERVICES REQUIRED:
The City of Wheeling, West Virginia proposes to abate asbestos from the former Clay School located at 131 15th Street. The respondent selected will work primarily with city staff.
