Description: Sealed bids will be received, opened and read aloud by the Township Engineer in the Township of Teaneck, Municipal Building, Council Chambers, 818 Teaneck Road, Teaneck, NJ 07666 in the County of Bergen and State of New Jersey on Tuesday February 26th, 2019 at 1:00 PM prevailing time for: VOORHEES STREET IMPROVEMENTS TOWNSHIP OF TEANECK, BERGEN COUNTY, NEW JERSEY The work to be performed under this contract includes the following: Roadway milling and resurfacing of Voorhees Street in the Township of Teaneck, reconstruction of handicap ramps according to ADA standards. Replacement of concrete vertical curb and sidewalk where required, traffic striping and other incidental roadway items. Principal items of work in the project include: • 9,500 SY Milling, 3" or less • 1,350 Tons Super Pave Hot Mixed Asphalt 12.5 M64 Surface Course Specifications, drawings and proposal forms are on file at the office of the Township Engineer, 818 Teaneck Road, New Jersey 07666 (201-837-1600 X 1729), between the hours of 8 am to 5pm Monday thru Friday and will be furnished upon payment of a non-refundable fee of $50.00. Checks are to be made payable to Fastech Consulting Engineers. Each bid must be made upon the prescribed forms, furnished with the Contract Drawings and Specifications, Including the non-collusion affidavit and ownership statement compliance form and must be accompanied by a bid security in the form of a certified check, cashier's check, or Bid Bond of not less than ten (10%) percent of the bid amount and, not to exceed $20,000.00 (in accordance with N.J.S.A 40A:11-21) or 5% of the total bid price (in accordance with 79 FR 75871, § 75.334) whichever is greater. Such checks and Bonds shall be drawn to the order of the Township of Teaneck and will be held as a Guarantee that in the event the Bid is accepted, and a Contract awarded to the bidder, the Contract shall be duly executed, and its performance properly secured. In default thereof, the bid security will be forfeited to the aforesaid Owner as liquidated damages. Bids shall also include a Consent of Surety obligating the issuing surety to provide the bidder, if awarded a contract for the Project, with performance and payment bonds as required by the Project Specifications. The successful bidder shall furnish and deliver to the Owner a performance bond and a payment bond, each in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract. Further, the successful bidder must furnish the policies and Certificates of insurance required by the Contract. In the case of corporations not chartered in New Jersey, the bidder must be able to establish by proper certificate that such corporation is authorized to do business in the State of New Jersey. The Contract governing this work is funded by monies received by Bergen County Title I of the Housing and Urban-Rural Recovery Act of 1983(P.L.98-181). Under the said Act, the Davis-Bacon Act is applicable to the contracted work. Accordingly, the contractor must abide by the provisions of the Federal Labor Standards which are included as a part of the conditions of the contract. Bids will be accepted in the following ways: 1. Bids will be received at the hour and on the date specified above. Bids submitted at this time shall be addressed to Farah Gilani, Teaneck Township Engineer, C/O Township Clerk, Township of Teaneck 818 Teaneck Road, Teaneck, New Jersey and shall satisfy all previously mentioned requirements. 2. Bids can be mailed: All mailed bids shall be addressed to Farah Gilani, Teaneck Township Engineer, C/O Township Clerk and clearly marked on the outside of the envelope: “VOORHEES STREET IMPROVEMENTS" All mailed bids shall be mailed employing a formal mail receipt procedure such as Certified Return Receipt and shall also satisfy all of the above requirements. 3. Bids can be hand delivered prior to the date or hour specified. In this case, the bids shall be delivered to Farah Gilani, Teaneck Township Engineer, C/O Township Clerk, Township of Teaneck 818 Teaneck Road, Teaneck, New Jersey and shall also satisfy all of the above requirements It is the Bidder’s responsibility to make sure that the bid is submitted on time and to the proper location The work shall be completed within 30 consecutive calendar days from the execution of the contract. “Bidders are required to comply with the requirements of N.J.S.A 10:5-31 et. seq., and N.J.A.C. 17:27, Executive Order 11246 regarding Equal Employment Opportunity, and Chapter 33, Laws 1977 regarding disclosure of Partners and Stockholders.” The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor. All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days except as may be permitted by N.J.S.A. 40A:11-23.3. Pursuant to N.J.S.A. 34:11-56.50, et. seq., Bidders and their subcontractors are required to be registered with the New Jersey Department of Labor and to possess a current certification from said Department indicating compliance at the time of the bidding. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extend possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority, and Women’s Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant Funds.
