I. INTRODUCTION The Town of New Hartford routinely takes control of abandoned properties throughout the Town and contracts for the periodic lawn maintenance of these properties. II. PROJECT DESCRIPTION This Request for Proposal (RFP) is for both the initial mowing of an abandoned property and the periodic lawn maintenance of said properties. Lawns shall be mowed every 10 days or so that no lawn exceeds 10” in height within 150’ of any structure. Customarily, the initial maintenance will involve the clearing of excessive weed growth, mowing and disposal of remnants at contractor’s expense. Subsequent cuttings shall mulch clippings onsite. No raking is required. III. SCOPE OF WORK A. The contractor selected for this project shall be required to provide services necessary for the performance and completion of work noted below. 1. Perform initial survey of property to make sure there are no hazards within the mowing area. 2. Perform initial mowing of property and dispose of all clippings from site at contractor’s expense. 3. Perform routine mowing of property every 10 days or so that no lawn exceeds 10” in height within 150 of any structure, clippings shall be mulched onsite. IV. TERMS AND CONDITIONS A. The project outlined in this proposal shall be awarded by the Town of New Hartford. B. The Town of New Hartford is not liable for costs incurred prior to the issuance of an executed Contract and/or notice to proceed. C. The contents of the successful firm’s proposal may become part of the contractual obligations if deemed appropriate by the Town. D. The Town reserves the right to accept or reject any proposal when it is considered to be in the best interest of the Town to do so. E. Maintenance of the property may commence sometime in the spring 2018 and may continue until fall 2018, depending on abandonment date and responsibility status. V. BASIS OF COMPENSATION A. The Town is requesting a price per square foot of property broken down into two components. The first price per square foot should be for the initial mowing of a property and the second price should represent the price per square foot for maintenance. For calculation purposes only the Town shall multiply the maintenance mowing price per square foot times a factor of 10 and add this number to the price per square foot for initial mowing. This total will only be used to determine the winning bid. The actual total cost per square foot shall be the basis for awarding the Contract to a single qualified Contractor. The lump sum fee must include all necessary costs to perform the work. VI. INSURANCE A. General Liability Insurance. Responses to this RFP shall certify that the Contractor will, at its own expense, maintain in force a policy of insurance which will insure against liability for property damage and/or injury/death with regard to any property or persons associated with the project. The liability and property damage coverage of such insurance shall not be less than Three Million Dollars ($3,000,000.00). If selected, the Contractor will have the Town added to said insurance policies as a named additional insured, on a primary, non-contributory basis, as its interests may appear, and to provide the Town with a copy of the insurance policy from said insurance company, or companies, showing coverage as herein before required, such certificate to show the Town as an additional insured and to provide that coverage shall not be terminated without written prior notice to the Town of at least thirty (30) days. B. Responses to this RFP shall certify that the Contractor maintains Automobile Liability insurance in an amount greater than or equal to One Million Dollars ($1,000,000.00) for the duration of this contract. If selected, the Contractor agrees to have the Town added to said insurance policies as a named additional insured, on a primary, non-contributory basis, as its interests may appear, and to provide the Town with a copy of the policy from said insurance company, or companies, showing coverage as herein before required, such policy to show the Town as an additional insured and to provide that coverage shall not be terminated without written prior notice to the Town of at least thirty (30) days. C. Responses to this RFP shall certify that the Contractor maintains Workers’ Compensation insurance in accordance with New York State Law.
